“Dou Agaite mo Zetsubou” is a popular Japanese catchphrase which can originally be found in the horror video game “SIREN”. It basically means that no matter how much you struggle, what awaits is only despair. It is also a tag used for those illustrations that portrait a sense of hopelessness and gloom.
